[CPS-devel] Upgrade for files and images

I've added an upgrade step to fix some attached images' id/title.

The upgrade step is between 3.3.8 and 3.4.0, so if you've already run  
upgrade steps in a 3.4.0 beta, you'll have to rerun them. To do that,  
go to the portal's Properties tab, change the last updated version to  
3.3.8, then run the upgrade steps again.

This will be needed each time a new upgrade step is added before the  
final 3.4.0, if you use the betas.
