[CPS-devel] add cps does not add the manager

I also see this behavior.  When I create a CPSDefault Site, the
manager does not seem be be created.

In the ZMI, /my_site/acl_users does not have a "Contents" tab.  Is
that a clue?

My CPS is from SVN.  I did an "svn up" about an hour ago (2 PM
California time = 11 PM in France, right?).  I've installed
Zope-2.9.0 and am using Python 2.4.2 on Ubuntu Debian GNU/Linux.
