Hi,
In fact you have to set your default language both on the Localizer and 
the message catalog (default), (see Languages tabs), for it to be set 
correctly.
But do not bother doing it in the ZMI, as there is an action available 
that does all the necessary changes : look for "manage languages" on the 
left menu when logged in as a manager of the site.
