The CPS portal_setup tool is in the "CPS Tools" add menu entry. I guess 
that's what was ment. :)

You install the site, and install the profiles. Make a snapshot.
You change the configuration, and make a new snapshot.

You can now make a "diff" between the snapshots to see the configuration 
differences. This can then be used to make a product with a 
configuration profile which you can install after installing the base 
profile.

In theory, of course you should not have to reinstall a profile. But 
that will be necessary when you always run the svn-version. Upgrade 
support will only be available between released versions, of course.
