Yes. But you can fix it by importing the script add_language_to_proxy to 
the workflow. For this take a look at the files in profiles/workflow.

Actually, the action is "Tranlate" and in the form that is displayed 
there is a button labeled "Create revision for translation".

Well, I tried to translate in a CPS 3.4.4 and found no strange 
behaviours. Can you try the same in a new instance of CPS to know if the 
problem is your instance?
