Hello, probably a good solution could be a web-based translation system that supports cooperative work. Rosetta (https://launchpad.net/rosetta) is one of them and is the primary translation system for Ubuntu. It's also allready used to translate Zope 3.1, Silva, ZWiki and many other open source softwares. It uses GNU gettext and therefore supports po files. It's really easy to use and to start using it for CPS needs only a registration. What do you think?
