I meant, while importing the Localizer step alone.
The traceback below  happens within the 'directories' step and I  
would guess that your members directory is not the one installed by  
the CPSDefault profile, but a Meta Directory.*  Do you run  
CPSLDAPSetup by any chance ?

*  They don't have search_substring_fields property, because this is  
handled by their backing directories.
