Hi,

  I'm not sure this is your problem, but I noticed that you'll be able
to invite (search for attendees) only if they logged in at least once
into the portal.
  In my case, using a ldap directory for authentication, I can invite
only users that logged in into the portal, even though I can search
and find them in Directories->Members->search
  Maybe this is your case.
