Go to the event. Click on "Attendees". Type in a part of the the name of 
the person you want to invite. (You can also type * to get all, but that 
can take a long time on big sites).

You should get a list of all users that you can invite. By default, you 
can invite any user who has a calendar in their home directory.
(That's why they need to log in, the calendar gets created when they log 
in).
