[CPS-users] semi manager

Hello,

I want to create some sort of minor manager. This member should have the
privileges to manage directories, sections and workgroups. He should not be
allowed to create true managers, manage document types, themes or portlets.

What do I have to change?

How can I implement such changes in code that survives CPS upgrades and
allows to configure new sites?
