[CPS-users] Portal actions not visible

I have just installed CPS 3.4.1  over an Ubuntu box with Zope 2.9.3 and 
python 2.4.2 .
I have added a new "CPSDefault Site" too.
Now if I log into the portal with the user manager I can't see the 
"Portal actions" and the "User actions".
So I can't add new users and groups.
I can see only the "Navigation" portlet
Is is normal?
