[CPS-users] No All users group in the group list

I'm using CPS 3.4.0 and I've tried to follow the user guide to modify the section folder right, I want to make anonymous users able to read the documents in the section folder. The document says I have to grant local role "section reader" to "All users" group in order to do this. But I found that there are no built-in group "All users" in the system. I have also tried to add a group "All users" into the group list although I don't think it will work. However, the group name can't contain space. Does anyone knows how to make the contents visible for anonymous users?
