[CPS-users] No All users group in the group list

Dunno what was your sequence of steps, but you can go to Sections,
press 'Local roles'. 
Under title "Assign local roles: Search members and groups" from
dropdown select list choose "Group name" and press "Search" button.

You should see "Select group(s) and a role to assign:" with list of
default groups.
Check "All users", near 'roles to assign' select "Section reader" and
press "Assign roles" button. That should do what you want.
