Yes, but it's not the only reason. To summarize, both CPSMailAccess and CPSLDAPSetup profiles were designed at a time where there wasn't enough flexibility to have each one behave nicely with respect to the other. As an end result, both almost rewrite the members layouts and schemas from scratch. The issue described in the ticket was one in the way of updating the profiles, which is what remains to be done.
