Yes.

This the regular navigation portlet as in the default theme of CPS 3.4. The
other portlets (for the links) are plain HTML (Text portlet) and RSS portlets
for the blogs.

The two columns at the bottom of the center area are content portlet  in two
slots put in a 2-columns cell-block.
