To add new portlets to blogs there is a script in the workflow blog_workspace_wf called add_blog_portlets, there you can add the creation of the new portlet to add. 

For forum, there is no script to create portlet yet, but you can add it to the workflows used by forum. Take a look at the transition "create" and you will see that the script is called after creation.

I changed the portlet in the portal_theme but i can't
see the modification on my site?

another point if i want to add a new portlet for a
specific content like forum or blog... how i can do
that? the same method of personilazing an existing
portlet?
