 The upgrade step system needs to handle components that don't belong to
 CPS Platform. We just discussed this with Florent.

   * zcml upgrade steps element will get a new attribute ''category''
   * the current version of the category is stored as a property on portal
 object
   * the mapping category -> (title, property id)  is kept in a non-
 persistent registry in which upgradable components register themselves at
 Zope startup time
