 Using a workflow transition would give more control about when displaying
 the edit action or not. For example this would make it possible to display
 the edit action only for the workspace_content_wf  and not for the
 section_content_wf.

 Note that there is already a "modify" transition in the
 workspace_content_wf. So what should be done is only to add an URL for
 this transition and to remove all the "action_edit" actions in the
 concerned portal types.
